A cluster no jurisdiction contains
North Miami was incorporated on 1 February 1926 as the Town of Miami Shores and renamed in 1931 [WNM]; North Miami Beach was incorporated the same year as Fulford by the Sea and renamed the same year [WNB]; Miami Shores Village dates from 1932 [WMS] and Biscayne Park from 1931 as a town and 1933 as a village [WBP]; the county land between them is governed directly by Miami-Dade County [WMD]. Two of the four cities have Community Redevelopment Agencies (North Miami since 2005 [NMCRA], North Miami Beach since 2004 [NMBC]) and two do not [MDC]. The North Miami CRA's 2016 plan is the one public document that names the idea: it sets out capitalising on existing industry clusters to grow the CRA as a music city and driving investment in West Dixie Highway; the plan does not name Criteria or the NE 146th to 149th Street block, and its 2023 to 2025 West Dixie spending is concentrated between NE 125th and 135th Streets, south of the ring. The anchor itself is in none of the four cities: the county boundary layer places the Criteria parcel in unincorporated Miami-Dade a few dozen metres west of the North Miami line, and the tax receipt lists its city as Miami. Counting rule. Every node with an address is assigned one hub by point in polygon against the Miami-Dade Municipal Boundary layer; an address that falls in no municipality within three miles of the anchor is unincorporated Miami-Dade, and one farther away is Elsewhere in Miami-Dade. People, artists, records and labels without an address are counted under No corridor address or, for the anchor's staff, under the hub named in their record. Closed nodes are counted. The same rule is applied by formula on the Jurisdictions sheet of the workbook. Bal Harbour, Miami, Miami Beach, Aventura and the other municipalities appear on the Cities view as context and are not hubs.
